Mr. Nalo is the Permanent Secretary (P.S.) for the Kenyan Ministry of the East African Community. He has previously held the position of P.S. for the Ministry of Trade and Industry and for the Ministry of Planning and National Development. Mr. Nalo holds an MA in Economics from Concordia University in Canada.

During his tenure, he was responsible for trade and industrial policies, export and investment promotions, multilateral, regional and bilateral trade negotiations.

He was instrumental in the preparation of the first ever Private Sector Development Strategy (PSDS) in Kenya and its five year Project Implementation Plan (PIP) among other milestones.

He also skillfully negotiated the Economic Partnership Agreement (EPA) with EU and also led the Kenyan negotiating team to the 24thComesa Council of Ministers held in Lusaka, Zambia. During this meeting, he secured the Extension of Sugar Safeguard for 4 years and wheat for 1 year.

Mr Nalo is credited with the successful participation and coordination of various Kenyan delegations including the 6th Ministerial Conference in Hong Kong in December 2005, the 4th African Union Ministers of Trade meeting in Nairobi in April 2006, the AU Trade Ministers meeting in Addis Ababa in January 2007 and the 6th Comesa Summit in Nairobi in May, 2007 among many others.

Among his accomplishments at the Planning Ministry was the establishment of the National Monitoring and Evaluation Unit which is responsible for the coordination of all Monitoring and Evaluation activities in the country as well as the first Budget Outlook Paper under the Economic Recovery Strategy (ERS).Mr Nalo also started and popularized the Rapid Results Initiative (RRI) with the support of the World Bank.

During his stint at the Ministry, Mr Nalo steered major reform programs in statistical development leading to the establishment of the Kenya National Statistical System and the publishing of a Statistics Bill 2005.
